I think you just need to do it one character. Attempting to extrapolate from preach’s video about 8.2 and all I can assume its account bound. War campaign is still reputation locked and if needed to do it and finish it up to baines part it would irritate a lot of players.

1 character may or may not be needed, not 100% sure about that. On alts though you do NOT need it.

I would almost expect that the War campaign storyline has to be up to date, else you can't continue the chapters.
FOMO: "Fear Of Missing Out", also commonly known as people with a mental issue of managing time and activities, many expecting others to fit into their schedule so they don't miss out on things to come. If FOMO becomes a problem for you, do seek help, it can be a very unhealthy lifestyle..
