It was a rule Blitzchung agreed to. He himself even stated he was wrong for breaking it. They were not enforcing the maximum level of punishment. The rule broken only has one level of punishment. It had nothing about warnings. If you are such an expert on the rule broken how do you not already know this?

I often sarcastically joked to myself that this might've been a failed plan by Xi to use reverse-psychology to get people to associate him with a charming simple-life lovable huggable character who shares with friends and treats them like family. :P
