Possibly. Server transfers help players move characters, into which they've invested significant time, to realms with people and guilds they'd like to play with. Faction transferring might solve a similar problem on an individual server basis, but I think it would be detrimental to the health of those servers, potentially deepening an already wide faction divide.

I do not believe faction changes will be done anywhere in the near future. They were not part of classic like server xfers were. You also run into the problem of Pally / Shams. And some gear is faction specific. I dont see it being a thing
