Where was Vereesa and the Silver Covenant in BFA?

Khadgar is the leader of a neutral organisation. Did nothing in Bfa. But is still officially recognized as an Alliance leader by Blizzard.

That's the Alliance of Lordaeron though, a hugely separate entity from the current Grand Alliance

Next thing they'll probably say is that the 7th Legion Battlemages in Stromgarde are Lightforged Void Elves

This thread seems to veer from complaints about Veressa's character development towards out of game explanations as to why the Silver Covenant weren't used (usually that it would not to take the spotlight from Void Elves). All are fine of course, but I don't believe they address the in-game rationale as to why they weren't present. On that count there are two possible reasons. Both could be true, but only one needs to be factor.

The first potential explanation is that the Silver Covenant, which is based in an explicitly neutral city, could not aid the Alliance in the Fourth War without compromising the neutrality of Dalaran. The Kirin Tor didn't help the Alliance either and that organisation's pro Alliance sympathies are very apparent. This is in my opinion the likeliest explanation.

The second potential explanation is that the bottom has 'fallen out' of the Silver Covenant. We know they were never numerous to begin with, consisting of a few high elven exiles Veressa invited to Dalaran prior to WOTLK and knitted together into an organisation that aped the Farstriders, but since then they've been involved in several conflicts. In Northrend, outside Zul'Aman, against the Horde during the purge and on the Isle of Thunder and against the Legion alongside the unseen path. In Legion the Silver Enclave was handed over to the Worgen and rechristened the Greymane Enclave. It is possible that cumulative casualties have rendered the Exiles incapable of acting as a functional militia and that the Silver Covenant may exist in name only now.
