Now that does take a flexible approach but it can be done. The church I know has an older congregation and had to teach some members about the internet but it got done. During the stagnant period they created a semi bubble for the more active members.
Flood, clothing, etc are still given but in a more deliberate manner.
As of today there's no problem reaching out to the congregation or community while keeping them safe.
The church I grew up in is poor and yet they can emphasize remote service and masked service for those who need to speak to a person. Other churches can do it too, especially mega churches who claim they can't.

It's a blatant kneejerk response to the protests getting a "pass" from public health professionals (they weren't, prior to the data being observed public health officials were raising concerns of a spike) by trying to frame COVID related restrictions as an act of persecution against religious liberty. When the reality is there are specific justifications for why certain types of gatherings are "permitted" (again, a fucking ridiculous notion because unless Principal Skinner is phoning ahead ad hoc protest movements generally don't ask for permission), but not others - specific reasons which get ignored because the real point of it all seems to be to sulk about how reality doesn't automatically bend to demonise people you disagree with.
