Does anyone know that at the end of the season what counts as the total number of characters which 0.1% will get the rank1? All characters who played at least 1 arena or?

Everyone above 1000 rating in 3s (exception, those who are disqualified due to cheating). Also, rank 1 titles are only distributed in 3s - for good reason.
