After a court case in Hawaii there was a panic about gay marriage becoming legal. This led to a push for a constitutional amendment banning gay marriage. All indicators pointed to this likely succeeding and many state constitutions did indeed change their constitutions to prohibit it (including Hawaii).

In order to forestall this DOMA was passed and the push to amend the constitution ended.

I'll let you figure out which is worse -- a law banning gay marriage or a constitutional amendment banning gay marriage and let you decide which one was better for the LGBT community.
