There was never a lore gate for Goblin and Worgen monks. The reason Blizzard initially said no Goblin and Worgen monks was because of the old models/animations (it was literally the reason they gave, they said they would maybe revisit the idea with their update). Now, obviously with the animations already done (bones increased, models revamped) and available there's no reason for there not to be Goblin and Worgen monks. It was never a lore issue.
