I am not saying they will do so in the middle of Shadowlands. They may do so at the later end of Shadowlands which would lead to 10.0.
They are trying to defy death when they face death itself.

The third Faction is a neutral Faction of those who are living dead. They may stay within this brand new third Faction or decide to either join the alliance or the horde much like Pandaren.
The third Faction is a Faction of those who have been bested and tasted death but have experienced the afterlife, a concept mortals from both Faction might have a different point if view of. There is life after death.
See Bolvar, Caelia, Voljin, Derek, etc.
Why do you think in BfA quest are introduced to either become Sylvanas loyalist or pro Horde. Why is there a choice to be aligned with the gift of N'Zoth and choose not to?

Because adding more and more allied Races or races itself will bloat both Alliance and Horde. Everybody dies not everyman truly lives.
Once Shadowlands internal structure have been destroyed resurrection, rebirth, reanimation, will be in peril.You either stay alive or become a living dead or be part of a new corporal form of either Shadowlands denizens.

Editing the Faction system would be nice. (Heck, I want it removed entirely) But this is WoW, and Blizzard does not take risks. When have they heavily altered the core game?
Such topics are more like a fanfic / suggestion / wish list than a possibility.
Not on your life. If they're unwilling to do away with the two Faction system because they believe it's fundamental to the game's concept, they're even less likely to muddy waters with a long-anticipated but ill-conceived third faction.
The game should have launched with 4 Factions to begin with, just like we had as many campaigns in Warcraft: Horde, Alliance, Undead (Forsaken), and Night Elves. Undead never belonged in the Horde, and Night Elves never belonged in the Alliance. Other allied races like Furbolgs could have been part of the Sentinel Faction (Night Elves & Woodland races.) Undead could have featured Forsaken of course, San'layn, Blood Elf Survivors, etc.
Won't happen.
I see a Union between Horde an Alliance happening soon(er).
