It says reduces the cast time of your next summon demon by 5.5 seconds, and my summon cast time is 5.2 seconds. Yet, when I try to summon one, there's a cast time (around 0.5 seconds) and I can't summon while moving. What gives?

Your cast is reduced to 5.2 by haste. Fel domination occurs before that, from the base timer. Then your haste applies, resulting in the .5 cast that is not instant and therefore cannot be cast on the move.
