Quest - Righteous Retribution

I'm on my Alliance alts and trying to unlock the quest Tol Dagor: The Ashvane Overseer which is the equivalent of the Horde's quest The MOTHERLODE!!: Raw Deal but it appears that unlike the Horde version which can be accepted by Gallywix without any prior unlocking, the Alliance one requires you do Righteous Retribution in order to pick it up from Cyrus Crestfall. Problem is I can't seem to figure out how to even unlock the whole Righteous Retribution series. Anyone know how to do it? I've tried looking on wowhead but it doesn't say how to pick the quest up. Thanks for any help on this.

I think you need to do the Tirisgarde Sound main quests, which will eventually lead you to Vigil Hill. The entire zone questline is in the comments.
