1- at this point I consider his plan no different than Sargeras'. Something about fate and wanting to remake the universe in his idea, and he need the soul of Azeroth for this

2- having sylvanas intel about Azeroth just make him realise that breaking those leaders and making them his tools could help break the resistance of Azeroth's denizen. It's what's implied in the 9.0 prepatch trailer.

Imagine if the Jailer tortured these people to the point of insanity and then sent them back to Azeroth. What do you think would happen if the Alliance and Horde were led by psychos? There would be a Fifth War. Who would benefit from another bloody world war? Where would all the souls of the fallen go to? Exactly.

You can compare the Jailer to Blizzard. Blizzard sees that putting one cosmetic item on the shop brings them ton of cash, so they put another, and another, and another, to get even more cash. Likewise, the Jailer saw how much power he got from the world war that a psycho (Sylvanas) started, so he is now trying to start yet another world war to get even more souls. And as I said, the best way to start a world war is by turning the world leaders into unstable and broken individuals. Which is exactly what the Jailer is trying to do to his prisoners.

Strong heroes/souls, similar to what Arthas was trying to do. Just with a less positive gotal.
