Ninja Capping on a hunter question

Hey guys what's up, hope everyone is doing alright.

Love pvping on my rogue alt, tons of fun. Just had a quick question about ninja capping on a hunter base sitting. Are hunters able to still command pets if blinded or sapped?

I haven't played hunter in ages but I could of sworn they couldn't, but experiences recently seem to indicate they can retain control. I know there's gotta be the right rock/paper/scissor order to get on top of them. Any advice would be appreciated.
