The claim was that selling to some foreigners or ("undesired nationalities") was punishable by death.
It seems selling to Israelis or other Jews is punishable by death (although not always prosecuted, and sometimes done outside the legal justice).

1) Israeli government passes a law that allows confiscation of land and demolishing of homes based on certain criteria
2) Don't give permits to Palestinians/Arabs
3) Set up a trust who sole responsibility is to buy up land based on criteria 1 and give it away for of Jewish decent.
4) Bitch about that there is no discrimination and that the Palestinians/Arab citizens are treated as equal

Like I get the notion, and absolutely it is not like Hamas or any other Palestine military forces are goodie two shoes who have any morals, but 54 schools? Schools that tend to be used as places of safety during these offensive actions; it is a little convinient that there would be weaponry in all 54 (or nearby, which is also enough justification for the IDF to target it).
