It’s unlikely they are asking the art team to use the same skeleton, the art team likely just wants to hit X amount of new models which means they either need to use pre existing skeletons or make less models so they can put more time into rigging up new skeletons before any modelling can start.

Which is very limiting if you ask me. Those who make the art before implementation must be asked to draw something that uses the same skeleton. More like> Hey, so we need you to design something new, but not really new, again, the will be using the same skeletons because of time constraints and you know... small indie company. So, make something new that's also old again ok? Thank you.

looking at the concept art it's more likely they come up with the idea's then then down the line see if they can reuse the skeletons for example we had conept art like this which doesn't look like it was drawn over a pre existing skeletons but obviously ends up using them

Talk about being pedantic. It's almost funny to see how trying so hard to be technically right can make one seem more foolish.

There have been two models used for almost 90% of the game's history and it's clear that between those two the "change" was merely a quality update and not at all a redesign. You yourself called the changes to the succubus a "sign of the times" making it less sexualized which is laughable when what you're actually referencing is something that happened about 16 years ago in the early stages of the game.
