The article shows evidence that a range of nearly 5000 (at least) were issued on the same day. It also shows that a number only about 750 before the first one they have evidence for was issued all the way back in 2015.

The thing is that if Putin pulls out now it would likely be a mortal blow to his grip on power.
It wouldn't sit well with the Russian people that Putin trashed their economy, turned Russia into an international pariah and got thousands of Russian troops killed or maimed for nothing because Tzar Putin got high on his own supply.
So yeah, he is in a sunk cost fallacy now and it is just going to keep getting worse for Russia.
