There was no "brothel"; he had a friend while he was still closeted who had been an escort (how they met, with Frank as a client for a single encounter), and continued to escort while they were living together without Frank's knowledge. This friend was not remotely "underage"; he was in his mid-late '20s when Frank met him.


You seem to be confusing Frank's story with that of Gerry Studds, another early gay Democrat, who was censured for a relationship with a 17-year-old Congressional page. Which he admitted to. And which wasn't illegal (age of consent in DC is 16). And Dan Crane, a Republican, was also censured in the same scandal for the same thing; a relationship with a 17-year-old page. It was just a girl that time, which pretty clearly pulls out what exactly is getting your knickers so twisted you're gonna lie your ass off like this.

There were a bunch of congressmen who got caught during Franks time, but he was not one of them nor was he censured for it. (Besides technically none of them were underage at the time based on historical age of consent laws in DC at the time but still very creepy and wrong)

The memorandum found its way to a Virginia prosecutor and became public after the scandal broke. The committee said statements in the memorandum ''could be perceived as an attempt to use political influence'' to affect the probation.

After its 10-month inquiry, the panel, known as the Committee on Standards of Official Conduct, found there was no evidence to sustain several allegations, including one that Mr. Frank was aware that prostitution was taking place in his apartment and that he engaged in sexual activities in the House gymnasium.
