Is there any websites or forums for twinks? (Looking for lvl 32 twinks for Cataclysm raiding)

There used to be entire communities of lvl 60 twinks, 70 twinks, etc for old expansions... is this still a thing? (Or if not, why not? Is it cuz of the new item lvl scaling feature or game mechanics or something?)
