TL;DR everything else is scaling up, but only items from the 8 M+ dungeons will be upgradeable.

Edit: I'm a derp and tired, didn't see you were asking about the other 6 that were going to be in M+ rotation

just M+. I just zoned into Iron Docks to check it out on mythic difficulty on the PTR and it is definitely not scaling up
