i think hit cap is 5% in pvp
Hitcap:

PVE: 17%
In PVE high end raids you can calculate a draenei(+1%) and a shadow/boomkin(+3%) means you need 13%.
Players are so much harder to hit than bosses. Atleast bosses don't have racials or talent bonuses.
Right for PVE (17%), wrong for PvP.
PvP : 4% (for casters).
But to compensate for talents/racials/etc, if you really want to never miss, you should get around 10% (2% racials + 4% talents in some specs).
For Arcane Mages atleast in pve with talents included you don't need more then some 8,3 % in hit
Arcane mages go with 7%...
You already have 95% chance to hit, so you need to have 5% + 2% for some racial's.
What you are talking is, in TBC you had 96% chance to hit, and you could get the most 99%, cos you could't outhit that last 1%. That changed with WotLK, now you can. So you need 7% hit if you wan't to outhit racial's to.

PVP: 4 % (+2% racial)and its good to have 135+ spellpene too
PVE: 17%
5% is the melee special hitcap in pvp, caster hitcap (base) is 4%, + racials (2% for bloodelfs&other)=6%
UD's have 2% chance to be missed by shadow spells, Belfs 2% to be missed by all spells, Taurens idem for nature spells etc etc.
HOWEVER, I'm not entirely sure if you're able to negate those racials by stacking more +hit. That's something I believe was NOT possible earlier in Wotlk. Anyhow, as Rshaman Ive been under the hit and spellpen cap for a long while, wasn't too bad actually, you sometimes missed some stuff like hexes, but since it was an outlast 2's comp we never really lost games because of it. In 3's and in CC-heavy gib comps full caps on everything is a must tho.
don't forget the talents that decreases your chance to hit that certain class when talented. some classes have such a talent.
