Red: int
Blue: int/spell pen or spell pen or int/hit or hit => depending on what cap you need to reach.
Yellow: int/crit up to 33% (to cap spells under shatter), after that most likely int/haste.


I personally would use SP unless you use the weapon in PvE as well.

Haste/spell pen till cap,then gem w/e. It doesn't matter currently since you can ride Early Frost pretty well and Ice Lance does a fair amount of damage on its own. Seeing how the PvP gear itemization has been changed form one stat on each piece to a nice variety akin to PvE tier sets, I'd say hold off till we get the full list of lvl 85 gear before making a judgement on what to gem.

On lvl 85 - Crit and Mastery. That's it. You can ignore Haste until you have a reasonable amount of Crit.
On lvl 80 gem whatever you want. You have enough Crit from the current gear, so it doesn't matter.

They didn't, but at 85 you will be so low on Crit, and Frost need so much Crit now, that everything else will be a second priority until you have at least 70% Crit on frozen again.
Edit:
You can put some spell pen gems if you want, because you will need non-yellow gems for your meta gem to work anyway.
