Hm.. I somehow doubt it will be in a few hours. I know Zarhym mentioned they have plans to make the next stage arrive sooner, but I don't think it would be THIS soon. I'd say Monday or Tuesday.

All that happens is every few hours TB, ORG, SW & IF gets attacked by elementals that are often too busy attacking guards to bother us...The only inconvenience is every NPC (except guards) fucking off during the invasion. All we do is put up barricades, kill weak elementals and close portals. It gets very old very fast.....W00t can't wait
A blue post confirmed that the time between Phase 3 and 4 will be shorter than between Phase 2 and 3 (which was 4 days), so yeah it'll go live pretty soon.
