best aoe burst for leveling

to put it simply and short i am leveling a mage with a friend who is a prot pally and we are planing to do lare aoe pulls. i am after some advice on the bust aoe burst/mana effency spec for this.

Fire will definitely give you the best AoE burst, especially at low levels (since the only other option at that point is AE). You may want to try frost past 52, where you get blizzard, but keep in mind that at 53, the free Flamestrike with Blastwave becomes available in fire.
