Since Hoelbrack T1 Heavy Armor has one available it means it exists.

Also, you can also just hit enter search with no text and it will list the whole Market Place database (some 2297 items, all under level 30)

As far as the NPC type miniatures(I don't have access to those forums just yet, so I may misunderstand what is being brought up) there is Rytlock from the CE. As well as this video from the first press beta http://www.youtube.com/watch?v=LgJqbnvxj0s#t=0m40s.
