How do you pump up the outer sides of your arms like that? I've seen this with a few guys and no idea how they do it.

Whatcha mean? The biceps is on the inside of the arm, facing the chest. If you're talking about the outside of the arm, facing away from the chest, that's the triceps. Most folks who do any weightlifting, even just casually, will exercise both muscles since focusing on one and ignoring the other is kind of pointless (you need both to be strong.)

Most folks who do any weightlifting, even just casually, will exercise both muscles since focusing on one and ignoring the other is kind of pointless (you need both to be strong.)

I do exercise the tricep but it bulges out at the back, not at the side like that. I don't believe the tricep reaches around to the side of the arm in that manner.

Preacher curls and concentration curls. Both can be done with dumbbells or barbells, whichever you happen to have.

Those are the two major ones that exrx lists. There are probably other exercises that include it as a stabilizer or something, but those specifically target it.

One thing that helps to target that muscle is to shorten your grip and move your hands a bit closer together than shoulder width apart.

That's just proper form for benching, isn't it? I've always been told that your arms should be about elbow width for benching, and that shoulder width is actually too far apart and limits your range of motion.
