DDOS attacks are specifically mentioned in UK law, and carry a sentence of up to 10 years. No idea about the other countries, they could probably charge them under some kind of cybercrime legislation.

they just bombard the servers with requests till they can´t handle it anymore.
And its not that easy to protect against something like that.
