Looking for some help for combat rogue

The combat rogue doing lower damage, dps, wondering if something can be done? It might be gear, but it also might be rotation. If it is technique, I'd like to know where/how to improve, been giving the rogue 2 weeks to try to improve, still at the bottom.

Anyway, am I just expecting too much? Or is the rogue's damage too low?
(With the beth attempts, putting her on Beth for all 3 devastations, beth was still at 90%, putting her on the ground, fan of knives wasn't doing much, figured drones would give her just one or two targets to just constantly attack)
With full raid buffs, had her test on a dummy for a few minutes, she was pulling 17k, on movement/target switching of dummies every min or so, she was pulling 14k. I wonder if it's just expecting too much or not (I feel like it isn't since the time we replaced with a DPS who did about 3k more we downed Beth'tilac)

I know this is a lot to look through but if you have the time, thank you very much for the help.

Looking at the logs I see that you dong use revealing strike at all. It gives your eviscerate a good damage boost so whenever you're at 4 combo points, USE IT!
Also your slice and dice uptime is between 75% and 43%, which is way way way too low, keeping this up is priority number one! whenever your timer gets to 5 seconds, pool combo points and refresh before it runs out. This should increase your dps a load already.
I see you have attempted to use rupture, leave it for now. Get the rotation right first (slice > eviscerate).
At your beth'tilac fights, I see your blade flurry uptime is quite high. Dont forget to turn it off when there are no 2 targets because your energy gain will suck!

edit : combat is capable of doing great things, I do about 23 to 26k steady on beth'tilac (also assigned to drones) with 365 pve item level. It could very well be a spec/glyph thing.

Well first of all I would fill the empty prime glyph with a glyph of slice and dice. Makes it easier to keep up.
For major glyphs I would suggest replacing sprint and cloak with tricks of the trade and sap/feint.
The rest of the spec looks good.

For gear, the haste is quite low, there is a lot of assasination gear on there which doesnt really work for combat. Replacing the lvl 80 ring will also help :P
Take the hit reforges off, got more then enough hitrating, and get expertise capped. And when you reforge, its better to reforge mastery than it is to reforge crit (this is arguable and will probably throw up a discussion but I've tried both and found crit is more of an increase.

With gear replaces, really focus on haste! this seems to be the major problem. You will probably see big improvements when gear is improved.

Stat priorities are Yellow cap (8% hit) > expertise cap (26 is optimal, 25 and 24 work fine if you cant get there) > hit up to 11-12% > haste > crit/mastery (argueable, i'd say crit from personal experience) > hit after this
