Everything in this post has been talked about for years especially by GC. They can't make changes on the fly because you need to feel like you're playing a class with a solid design philosophy behind it, not something that's here today, gone two weeks later. As for the whole "balance" thing, it's impossible to attain in a mmoRPG, notice the RPG, which stands for role playing game.
The foundation of this game is based on RNG, because that's where this genre started, pen&paper. If you want balance, go play something like chess, but you probably won't. Why? Here's the kicker: balance is boring. And the devs know this. If you look at a "class balance history" of sorts, you will notice that they keep cycling the "FotM" classes. Why is that? Because they need to keep things fresh, and to do that they need to make one class or two a little bit more powerful than the others for periods of time. Of course, they will tell you on twitter that they want balance, and they want to nerf this, and nerf that and that the moon is made out of cheese, and you will believe them too. There are exceptions to this rule, for example mages. Mages have always been "good", and some argue that they've always been very very good.
The reason for "mage OPness" is in the design of the class, and the same reason why many people find them boring to play. You sit in one place and press a button, repeatedly, unless something comes near you and hits you in the face. Compare that to the blitzkrieg of warrior gameplay or the godmode invisibility of rogues, etc. So you see, how they would have to make this class more powerful than others, in order to make up for this lackluster, laid back, and ultimately lacking play style you need to have in order to play a mage.
