Blizz have actually decided to remove aoe abilities from ranged dps that cause shadow damage.
But did you see the buffs we go- oh wait :\
It's the "multidotter" tag that is still weighting shadow spec down after all these years. It's true that multidotting was good before they gave everyone else strong aoe and cleave (and dots). Cleave is better than multidotting in 9/10 situations, as mobs tend to be tanked in groups and cc is not used anymore.
Shadow spec has always suffered because of dots and nothing has changed. Abilities have always lagged 1 expansion behind other classes. First it was stats scaling: crit, haste, mastery. Then lack of aoe. Now it's the lack of cleave ability.
Mind sear is low as well, that is pretty clear at this point. Again, looking back at things, it will take about a month for the devs to become aware of this, then about 1-2 weeks before some bandaid number buff kicks in.

I actually think it was a bug it got removed from mastery, there is no line of reasoning you could throw at me that would make any logical sense if it was intentional.
I had 2 idea's on this that I tweeted Blizzard about. Either A: add Mind Seer back into Mastery and how that fixes it or B: Allow mind seer ticks, like monks Spinning crane kick, when hitting more than X amount of targets have the ability to generate orbs and have an orb ae consuming ability that turns MS into an Insanity.
Obviously the easiest path would be to just put it back into our mastery.
It needs some extra functionality because if you buff its damage too much then it'll become better than MF.
IMO it should spread our DoT's like Blood Boil does perhaps even including DP.
That ought to be enough and keeps with the DoT theme.
