Would be hard to ever say "the entire" given that some people might not even have been aware, that there's children and such which can't participate for various reasons and so on. Calling them "some hotheads" however is an attempt at downplaying these people getting together to get involved. It's a developement similar to the London riots and other occurences that's boding ill and pointing towards a quickly developing "Us" and "them" mentality which is going way to far for comfort but happily ignored and downplayed by parts of the groups it's aimed at.

There's political and ideological motivated resistance and challenging of authorities going on these people simply do not accept as authorities. It's the same in quite a few other places and trying deflectionism aswell as denial aren't exactly going to solve these issues.
