Cheapest physical copy of windows 8.1 for online purchase?

Can someone get me a link to the cheapest online order for a physical copy of windows 8.1 OS for delivery? Live in California. I searched online a bit and I am just getting varied prices and I don't know safe sites. And ofc a legal, safe site and copy. Or, if it'd be cheaper to go to a common store somewhere and just buy it that'd be great too.

Why do you need a physical copy? It's far easier to just buy a key and download it yourself. Cheaper as well, as the physical media costs money too.

Why do you need it to be a CD? Buy a 4gb usb drive (these are like, super cheap) and just buy a CD key online. Ive never seen people have a problem with kinguin OS keys, just make sure you include their buyer protection for $1.10.

FYI you'll probably have to find OEM copies still floating around in the channels. Retail versions of old versions are usually pulled by MS when new versions come out (10 in this case).

Why is it so drastically cheaper? Seems too good to be true? And I'm not sure how to install via flash drive.

You download the installation .iso file (from microsoft's site) and then using a simple tool create a bootable USB.
    I recommend https://rufus.akeo.ie/

The actual installation goes exactly the same, instead of choosing DVD from the boot menu you choose USB.

Edit: You can use microsoft's own tool for the bootable USB. I just prefer rufus.

id say rufus too, i have tried several times using the MS tool and it has never worked.

even if you cant get the boot usb working you could just burn the ISO yourself
