They are trying to so something, but there is no easy solution. U.S. GDP grew around 60-70% since 1990, and we already have issues with income and education inequality. Now imagine a country with 3.5 times the population of the U.S., much sharper Urban/Rural population divide, and GDP growth of over 600% in the same time period. Any country in the world will have major income inequality problems with that.
As for air quality, they are aware of the problem and working on solutions. They are already moving toward solar and wind power more, switching their power plants from coal to oil, relocating state owned factories to more remote area, and limiting the number of cars that can drive in the cities on certain days. Remember, it took the U.S. almost 30 years to clean the air in L.A. and Orange County. As for soil and groundwater remediation, anybody who is in the business can tell you that those clean up process can take decades to do. There is just no overnight solutions to these problems.
To some extent the U.S. is no better than China when it comes to protecting our resources. We have a nearby farming community which currently is using water that is at least 700-year old. They are aware of it, the Regional Water Quality Control Board is aware of it, but nobody say anything. Every 4-5 years those farms have to drill new and deeper wells to water their crops. Ogallala aquiver is being pumped at a rate of 6x greater than the recharge rate, and yet when Texas created a ground water management system in 2005, it was challenged in court. The ability of the State of Texas to manage groundwater is now in limbo. Trying to take or limit centuries old water rights is not an easy task.
