My Mom and Dad are from Nebraska. Every summer we'd go back to visit my grandparents and they'd cook these. It's basically just ground beef and cabbage in a bun. Super cheap and good. My grandparents would tell us stories of all the old german people who'd give these away during football games when they grew up.

Those look like the cabbage rolls my grandmother would make and force feed me when I was little. I truly hated them.
