I think the point being made is ...there would not be an issue with water IF farmers/environmentalist/politicians knew wtf to do with the existing water supply (save/let it run off/redirect it etc) but ...unfortunately ...there is no middle ground,money is HUGELY involved (Farmers and politicians ...and I would figure more than a few of the environmentalists ) no side is willing to give or compromise so...you end up with dumb on top of dumb with a side of political speeches and ...dumb.
CA has needed to rework it's water laws,rework how water is routed and a few other water related issues ...for decades, however it only becomes a "real issue" when we get less rain than normal....then everyone makes noise again.
I live in CA by the way,a child of the 70's I recall "droughts" every decade ..or more, water conservation should be a way of life for ...everyone, sadly with the states population it doesn't pan out that way in a lot of places.

That is one factor, the other is that a lot of the piping and infrastructure of the canals is now half a century or more old and much of it leaks we lose a lot of water that way as well. Australia is the closest analog to California climate wise and rain pattern wise and many of their cities on the south end of Australia or in the drier climates have infinitely better water retention and water management systems then ANYTHING California has. We waste a fuck ton of our water just in our crumbling system of distribution.
But yeah the subsidies also are a shit show. I mean yes, the Nuts, Alfalfa and garlic crops big in some cases and provide some economic benefit, but its bleeding the state dry LITERALLY. Sure the Salinas' valley is excellent for farming but we are over stressing the States land for big ticket agriculture. Namely the Central Valley is being over developed with cities and suburbs that waste water AND poor irrigation methods as well as water intensive crops are making these droughts MUCH worse then they aught to be.

In the US the fed declares large areas of land, and the government owns a lot of the land especially out in the West, as habitat. All it takes is one endangered species, a frog, a bird, a butterfly or whatever.
This will often mean that you can't use the water for farming, cause the endangered frog needs the water.
Restricting the use of resources that farmers have been using for decades causes a lot of resentment. I think that's what Trump is trying to tap into, yes for votes.

Since 1981, CA has been on average an inch short of average rainfall every year. They've been short by 5 inches or more 6 of the last 10 years, and short by 6 or more inches the last four years.
Let's put that last number into perspective. California uses about 25 billion gallons of irrigation water per day, and have about 82,000 farms. Obviously that's not all the same size, but on average, that's about 300,000 gallons per day per farm. Conveniently enough, 6 inches of rain would cover one average farm for 365 days by falling on exactly one square mile. And California has about 164k square miles, conveniently enough, almost exactly double the number of farms.
The drought is a really serious problem. I'm sure there are other issues involved, but the plan old lack of water falling from the sky has got to be near the top of the list.

This is why the Trumpist fantasies that he can capture a significant portion of Sanders voters are nothing but delusions. Those voters don't like Clinton but people just don't vote 100% against what they believe. Climate change, minimum wage, taxation, gun laws, immigration, supreme court nominees, the list goes on and on, and for all of them Trump stands 100% in opposition to what they want.
maybe if he diverts his $20bn for his wall to interstate water pipelines.
