    i use shirts very rarely, i never wear tabards at all! and putting a cloack on one of my characters is the most disgusting and disturbing thing i can imagine that can happen in game. (cloacks are and look shitty, and you know it!)
    Just create a char of every race and buy a tabard. Then you only need 2? more. Then just buy some of the guild tabards.
