Can we party and level together when legion starts? Or we need to be on the same server?

yes, just add your friends battletag if you havent already and invite him to a party. Then you can do everything before max level and most things after that together

not acurate. only mythic raiding is server only.

you can raid crossrealm normal and heroic.
