No, once Legion is out you segue directly from the Illidari introduction into teleporting Dalaran to the Broken Isles. No preparation quests, those are part of the Pre-Event.

On PTR, you got a quest that took you to Dalaran and the moment you entered Aegwynn's tower, cut-scene for teleportation began.

We were supposed to get the next prereq to the teleportation of Dalaran (clearing anomolies in the Dalaran above Kara, etc) today. Guessing they messed up and phased it out as though it was in Broken Isles already.
