Ironically, a part of what you're missing is the real reason that this guy was fined was probably personal. If Mzee Mohammed was alive, and unknown the post would've probably merited no notice. This time, however, a police jobsworth (likely local to Liverpool) was likely personally affronted when he saw this message and decided to try and track this guy down and arrest him. It's all about his reputation, that he died recently, speak no evil of the dead, than the content of what he said - and that's not right.
