LVL 2/3 mining

I don't have rank 2 from infernal brimstone or rank 3 from anything And I've been mining forever, particularly living leystone/felslate. It was so fast on beta

Found living to be super fast, worms in azsuna at the dragon area cave, basilisks in suramar at the demon hold pools.
Both respawn insanely fast

Tbh I am wondering if it's not rng and it's some kind of bug at this point.

Wish blizzard would just come out and say what the conditions are, not on topic but my alchemist has gone through all of storm helm, and still hasn't even got the rank one starter quest for herb there

ive only gotten rank 3 for leystone deposits, dont have rank 2 infernal brimstone yet, but evverything else is at rank 2, i havent seen a mining quest since week 3

Been mining an insane amount since the start of Legion and still sitting at all rank 2 mining skills (and notably STILL rank 1 of Infernal Brimstone because rank 2 doesn't fucking exist). I have one rank 3 herbalism skill in that time.
