There's always google images, reddit, imgur, even Youtube. Internet access comes with porn, nowhere is safe.

Wasn't there a similar hoo-ha when ISPs were made to create an opt-in rule for porn for new customers signing up for services? Rules like this risk blocking websites that offer advisory services on things like sexuality and sexual health, which imo should most definitely not be age restricted.

Doesn't the UK already have a rule that blocks all porn sites until you call and ask for them to unblock it?
My daughter regularly searches for anything related to her favourite cartoons on Youtube. Seems innocent enought, right? Right until it throws hardcore porn into the face of a 10-year old who was actually searching for My Little Pony. Yeah, pervs do that with the name of just about any franchise that is popular enough.
At that age, they do freak out at that stuff.
That law only applies to customers signing up to an ISP for the first time: they have to give you the option as a new customer, not as an existing one.

Technically it is as you have to pay for internet access, so the question is relevant: parents need to stop using electronic devices as a passive way to keep their kids quiet without the need for them to get involved themselves.

You're talking about a government that was previously led by a guy who said “[I]n our country, do we want to allow a means of communication between people which we cannot read?" They're also about to make law a bill that will force ISPs to store all Internet Connection Records for UK IPs but which doesn't appear to have even considered VPNs or Tor (which will scupper all this data collection at source).
I'm not sure they've thought any of this through beyond the headlines.
They're actually going further than just age restricting, they're outright banning sites that don't restrict certain content:
