    I think some kind of neutral, but on point, statement would work the best. Something like: "We join the Cuban people in their sorrow. However, we cannot close eyes on the crimes of the regime Castro installed, and those crimes should always be remembered. Now is the time for the Cuban people to stand up and go forward towards democratic future."

    As much as it pains me to disagree with you, that's way too much. Personally, I don't see why he should be acknowledged at all. If it hadn't been for the Cuba crisis, he'd be on the same level of significance as Bolivia. Sure, they show up somewhere on page 3, but nobody cares.

    What's wrong with it exactly? He didn't say anywhere that he was a good person. Being a remarkable leader doesn't require you to be a decent human being. The whole thing seems overblown.
