Because getting 10k AP instead of 20k isn't going to be useless, whether you're at 840 ilvl or 900 ilvl. Same with gold, crafting, or any other sort of currency rewards.
A better question is: Why doesn't AP work exactly like experience? Or why don't we get AP from doing everything, instead of only specific drops?
Fun is subjective. By only giving AP as a reward for certain activities, it allows blizzard to incentivize those activities and thereby control(to a degree) what players are doing. When instead they should be lscaling put the reward ds evenly and letting players decide for themselves. It's just one more aspect of the monthly subscription model the, and not much we can do about it.
Fear of bots is a piss poor reason to not improve the game.

- Dungeon Bosses
- Raid Bosses
- Mythic+ completion Chests
- Queued PVP
- PvP Honor System
- Follower Missions
- Quests
- Honestly, simply killing one mob after another may drop you a token
And I don't even know if I missed out something...
I don't see how AP are a specific drop to a few activities.
I had to google it to find out what HB was. Sorry, but all botters can DIAF. Why even play the game at all if you're just going to have some computer do it for you? I'm more in favor of making the game good enough to where players aren't inclined to bot as heavily. WoW, unfortunately, hasn't ever been very good at that sort of thing.
