One of the reasons why immigrants fail is because they fail on both written and spoken language and you can't have police officers who can't make themselves properly understood, other than that they are not exluded in any way.

Since this is in Swedish I'll translate the important parts.
4 589 people applied.
430 were removed from the selection imediately since they were on probation time. Basically if you for whatever reason failed your application you're not allowed to apply again for at least a year.
1 076 didn't fill in the web form required.
Another 611 failed because of what they wrote in the web form.
345 didn't have high enough grades.
174 applicants weren't registered with UHR, University and High-school counsil.
Six of those registered with UHF didn't have high enough merits.
30 of the applicants had been tried for crimes.
After these cuts the remaining 1917 were called in for testing. A third of the called applicants never showed up.
The remaining 1263 applicants were tested.
636 applican'ts failed Uniq which is a computerized proficiency test, another 24 failed Neo-Pir, a personality test.
203 applicants failed their psychology evaluation
48 applicants failed the ergometer bike.
42 applicants failed after their medical evaluation.
77 of the applicants that passed all tests were women, 2 of these of non Swedish background.
33 applicants failed on the Isokai test which measures your muscle strength where you need a 6 as a man and a 3 as a women to pass, only 1 man failed.
277 applicants passed all tests.
11 of these were rejected after "säkerhetssamtalet" which could refer to either talk about personal security or about a security check.
12 were added that passed at an earlier try but where there wasn't enough room for everyone.
21 withdrew their application
257 of the original 4589 applicants started their police training in January, this is 43 less than what the police department wanted.
