If you ask an African American or anyone who often associates with them the N word is completely fine to say. It must be used in the proper context. Similar to the word Fuck. It can be a verb, adverb, adjective, command, interjection, noun, and can logically be used as virtually any word in a sentence. It's likely you don't understand the N word so it's best you continue not using it.

Perhaps with friends, but go up to a random black person and say "what's up mah nigga" and they're probably gonna get offended and rage. I suppose that's part of context, but friends will often shit talk each other because they know the other doesn't really mean to offend. Random people won't care what context you use it in because they don't know you, and black people in general love to get offended. So no, it's not really fine to say, otherwise there wouldn't be such a large stigma associated with it.
Unless you are talking about black people saying it, which then yes, they find it acceptable. I find it hypocritical of them, but that's another topic.
