What exactly is shocking about a private member bill that attempts to "quell the increasing public climate of hate and fear" and "condemn systematic racism and religious discrimination" with a "holistic response through evidence-based policy-making"?

I think the main problem people are concerned about (the valid one at least) is that speech laws seem to be vulnerable to concept creep. So if it's illegal to incite hatred against a group, one could semantically argue the chain of: "Mohammed was a pedofile" -> anti-Islam -> Islamophobia -> hate speech against muslims

I don't think there's been any cases like this, but I'd rather not sit around and hope that people executing the law are going to be really reasonable and nice.

Left wing extremism needs to be controlled first since it is more out of control. BLM Canada is a hate group spreading hate speech and nothing has been done about their leaders.

Except Canada has had hate speech laws for decades. This motion has nothing to do with speech as that's already covered under our existing laws.
