So if the killer was Randall Jackman from some backwater town in the South who killed a 66 year old woman crying out "Praise be to God!" that must mean he is a terrorist by your definition. No he would be called a mentally ill man or just a murderer but since the perpetrator was Muslim he must be a terrorist.
