Seems to work fine everywhere else, but I think Americans are just used to eating everything they come into contact with, so it's better safe than sorry.

As a kid I didnt try to eat the plastic. Maybe american kids are just used to eating plastic (american "cheese").
I loved that there were collectable plastic figures of movies/games characters inside some eggs (they say in every 7th egg).

Because the toy inside is a choking hazard. Not that I as a kid ever though about eating the entire egg with the plastic still inside but hey evidently someone did as is usually the case with prohibited items.
I think we just assume consumers cant be trusted. Even the barcode paper and glue we put on food is edible!
