I agree they don't translate. But this is something he still should have known by now, even if he was still at his old job. He should have been personally familiar with it because of his proven, and lauded, business background.

Plus, again, even if he somehow didn't know about the laws of the EU he was doing business in, he still should have found out in the last (checks calendar) 18 months before running as the Deal Maker. It's incredibly hard to make deals with a country, or set of countries in this case, whose laws about deals you know nothing about. And "all of EU works as one" would probably have been the very first one on the list.
