    Basically the bill goes to what's commonly called "Conference," a committee made up of House and Senate members, and they combine the provisions of the bill. The House and Senate then individually vote on the final product. They'll want to get to that point within a few weeks.

    The law is being drafted under budget reconciliation instructions in order to circumvent the 60-vote filibuster, and those instructions become defunct when Congress either takes up the FY2018 budget or the FY2017 budget expires, which basically means September at that latest. That's the window they have to act, but its not just cutting healthcare that's on their agenda.

    They also want to do "tax reform" (i.e. tax cuts for rich people) under the same reconciliation instructions. Why? Because changes to taxes and spending cannot be made under reconciliation instructions unless they are deficit neutral over a ten year period. By passing the AHCA first, they can use the unimaginably malevolent cuts it makes to Medicaid to offset the budgetary impact of the tax cuts they want to implement later.

    When W. Bush and the Republicans passed their massive upper-class tax cuts in 2001 and 2003, they did so under reconciliation instructions. But because they couldn't implement any spending cuts for political reasons (massive spending cuts used to let rich people pay less taxes tend to be unpopular) they had to insert a "sunset provision" that would cause the tax cuts to expire within 10 years of implementation, hoping they can renew them or make them permanent before the expiry date under regular legislative rules (every SOTU address Bush issued called for those cuts to be "made permanent"). That didn't happen. When 2011 hit, Obama negotiated a two year extension after which the top marginal tax rate would return to its pre-2001 level.

    Republicans don't want to do that again. They want to load as much of a tax cut for rich people as possible in the "tax reform" bill without needing a sunset provision. They need to act fast to do that.

    Thanks. I am too. Just saying the democrats being all butthurt about medicaid is misguided. The government can't continue to subsidize these costs at this rate of growth.
