    Argus whistle - account wide?

    Will the whistle be turned into a toy and made account-wide? If so, will it still require revered with the argussian reach to use on any specific character? Like there are toys that require engineering to use even if they are account-wide.

    Think it is more going to be like the Dalaran one (Broken Isle), go talk to an NPC, complete a single quest, receive whistle upgrade.
